I'm taking it that these bid results are being pulled off of the bcbid website. If I'm correct about that, could somebody tell me how I can find that info for myself. I've been painstakingly trying to bring up the results of some spacing contracts that were recently awarded around Williams Lake, but can't seem to find them anywhere. Do I need to login as a prospective bidder in order to view that info? Any help would be greatly appreciated. Thx.

BCTS contracts are of two types: Open and Select. Open contracts mean that the contracts are posted for the public on bcbid.com and anyone who meets the stipulated qualifications can bid. Those results are then opened at a "public opening" at the local BCTS office. The public is allowed to go in and watch. I've only been to three in my life. At the first, myself and my boss were the only two people other than the BCTS staff. At one opening last year in Kamloops, one of the other contractors was also there.

Select contracts are advertised on BC Bid also, but in a different way. They are advertised along the lines of "any company who is interested in being invited to bid on contracts in XXX district during the fall of 2012 should submit expressions of interest to our office by such-and-such date. Your submission should include the following items: XXX." They'll then list a few or a lot of things that a company needs to put on their resume. They may even state in advance restrictions such as "only open to companies who have completed three contracts in the past two calendar years for BC Timber Sales which were a minimum of 1.0 million seedlings apiece" or "only open to companies who have never defaulted on a contract for BC Timber Sales in the past five years." There are also a lot of other obvious requirements: companies need to be able to prove that they carry certain minimum insurance coverage, they need to prove that they're "SAFE Certified," etc.

Anyway, a company will submit their interest and if they "make the list," then the BCTS district in question might give info about the contract only to the companies that made the list. There are all kinds of reasons for this. Perhaps the district office doesn't want to deal with small companies that can't handle a big contract, so they ensure that only the five or six biggest companies are on the Select List.

Anyway, the public opening records do get posted on the BCTS site. Not always right away, though. Some districts will post them almost immediately, like within hours. Others wait until a contract is signed with the winning contractor, although this is rare.

Select bids are not posted on the BCTS site, at least, I don't think they usually are.

Eventually, most of the contract results seem to get posted here. When I myself post results, I get some directly from the BCTS site myself, some from our own office, and the rest get emailed to me by other company owners who don't want to post results under their own names.

To find results, don't look on the BC Bid site. Do this:

1. Go to: https://www.for.gov.bc.ca/bcts/
2. Where it says, "Business Area" on the green menu line, click on one. For example, "Strait Of Georgia."
3. On the left side, click on "Contract Opportunities" (NOT timber sale results, unless you're actually looking for timber sale results)
4. In the white on the bottom, click on "Tender Opening Records."

You'll now end up on an FTP directory screen on the BCTS server, in the public FTP area. At the moment, the Strait Of Georgia section looks like this:

Looking at the entry for PL12TCG043, I can click on the link and see the results of that particular contract. In this example, it was BD Silviculture.

Each contract number starts with a two letter prefix. They include the following types:

PL - planting
EN - engineering
SU - surveys
BR - brushing
IM - implementation (hiring a consulting company to come in and do pay plots on a planting contractor, for example)
SD - ??
PD - Professional Designation?? (I'm not sure, maybe this is sort of like hiring an implementer but one with certain different professional designation?)

The next two digits are the last two digits of the year, ie. in PL12TCG043 the 12 stands for 2012 planting season.

The next three digits are the BCTS Business Area abbreviation. Distinct from the BC Forest Region and District Boundaries. Here's a comprehensive list of each. The Business Area abbreviations you'll recognize in the contract numbers. The Forest Region and District Boundaries abbreviations you'll recognize in the request keys on a lot of box-end stickers.

TBA – Babine Timber Sales Office. Covers Burns Lake, Houston, Smithers.
TCC – Cariboo/Chilcotin Timber Sales Office. Covers Williams Lake, Quesnel.
TCH – Chinook Timber Sales Office. Covers Chilliwack, Queen Charlotte City.
TKA – Kamloops Timber Sales Office. Covers Kamloops, 100 Mile House,
Clearwater, Merritt.
TKO – Kootenay Timber Sales Office. Covers Nelson, Castlegar, Cranbrook, Grand Forks.
TOC – Okanagan/Columbia Timber Sales Office. Covers Vernon, Revelstoke.
TPL – Peace/Liard Timber Sales Office. Covers Dawson Creek, Fort Nelson, Fort

Looking at the entry for PL12TCG043, I can click on the link and see the results of that particular contract. In this example, it was BD Silviculture.

Each contract number starts with a two letter prefix. They include the following types:

PL - planting
EN - engineering
SU - surveys
BR - brushing
IM - implementation (hiring a consulting company to come in and do pay plots on a planting contractor, for example)
SD - ??
PD - Professional Designation?? (I'm not sure, maybe this is sort of like hiring an implementer but one with certain different professional designation?)

The next two digits are the last two digits of the year, ie. in PL12TCG043 the 12 stands for 2012 planting season.

The next three digits are the BCTS Business Area abbreviation. Distinct from the BC Forest Region and District Boundaries. Here's a comprehensive list of each. The Business Area abbreviations you'll recognize in the contract numbers. The Forest Region and District Boundaries abbreviations you'll recognize in the request keys on a lot of box-end stickers.

what is going on with the huge discrepancy here between the first two bidders and the latter three? Was there a serious error on the part of either group, or is this simply the case of a deliberately very high bid on the part of spectrum, apex and celtic? I mean, barring a substantial amount of fill work, these bids seem exceptionally high for the area in question. Any insight would be appreciated, thanks very much

The FFT Vanderhoof contract is all forest fire regeneration, so not quite as easy as some of the prepped fresh stuff in the same area that's been going for 21 or 22 cents. Six of the blocks are standing mature areas, and the other 28 are plantations that burned. Of the 28 plantations, about 21 burned down to black twigs while 7 blocks still have some scattered patches of trees that are partially green.

My camp is planting half of this job next spring, since NGR ended up passing on the job. Big thanks to NGR for giving me this one! I think my planters are going to do quite well.

The high prices by the top three were probably for two reasons:

1. They probably bid helicopter on half a million of the toughest trees, whereas I spent some time cutting quad trails into those particular blocks this month with a chain saw, and we're just going to quad the trees in.
2. It's a big job that's at one of the busiest times of year, and will tie up two camps simultaneously (not likely an early startup). That's not very appealing for most companies, which would keep them from being more aggressive.

Also, with this being a year giving the industry many more trees than last year, perhaps more than can be absorbed easily, the top three bidders probably just decided to go for contracts that better suited their workforce. We've done this kind of forest fire renewal work before and it didn't really scare us off. I think a lot of companies are going to get more experience in this kind of ground soon. There are quite a number of other contracts with similar (fire) ground this year: a couple in Williams Lake, one for BCTS in Quesnel, and one for BCTS in Burns Lake.

The Burns Lake job is interesting, because it's just a very short distance to the west of these blocks, in the same fire. But it's over the provincial forest district boundary, so that one is being covered by BCTS Burns Lake whereas this one is Vanderhoof. The only real difference is that one of the big blocks on the Burns Lake contract is being bull-dozed and the wood burned, so it will be like a fresh block. So that contract will probably go for a price similar to our bid on this contract, or even lower. I think the Burns Lake results will be announced this coming week.

We just received our bid deposit back from this contract. I was amazed to see that this job was awarded to Coast Range, the fifth place bid. Does that mean that Raven, Seneca, Timberline & Quastuco all forfieted their $5,000 bid deposits? I would imagine Raven was let off if they accepted the other Vernon job but what excuse would the other contractors have? I think this relatively recently implemented bid deposit system is mostly a farce and a pain in the arse.

Spring trees, around 1.09 million if I remember correctly.

Trees are located in the Binta burn (southeast of Burns Lake), a burn that was about six years ago. There are seven blocks, comprising around 60% of the contract, which were previously planted blocks that got toasted. There is also one large block which had more mature wood which was bulldozed and cleared. Trees on this contract are located very close to the FFT Vanderhoof job which my camp will be doing. That would have given us some nice efficiencies had we gotten the contract.

NGR continues their hilarious bidding high in hopes for a cheesy hail-mary.

This bid seems like a really odd one for Hybrid-17, which generally runs a decent small season on a single direct award contract in the Smithers region.

They were the low bidder at 38.4 cents for the 2012 Cranbrook job followed by Zanzibar, Brinkman and Coast Range. I thunked they'd done it.

The trees are all 512As which come 108 to a box including coffin boxes for the alder. There are multiple locations including Theodosia Inlet, Powell River, Sechelt and Hotham Sound including boats, barges & helicopters. The contractor has to get the trees from Kamloops - a mere 3,000 boxes. I was at the tender opening and was thinking what a great tight grouping it was and the they opened the final tender - Osprey's. That's gotta hurt. I wish our bid was $690 lower.

There are no coffin boxes as previously posted. The Dr seedlings at PRT-Hybrid are short enough to put in regular cartons.

The best estimate from the nurseries at this time is attached (see page 2).

In the Schedule it says that cones can be returned to a designated recycling facility. Does that mean these cones aren't going to be reused and that they don't have to be bundled? Where is the recycling facility?
Do you have a minimum daily production required?
Answer:
1. The cones will not be reused and bundling is not required. Augusta Recyclers Inc in Powell River is the designated facility. Note: protectors must be clean and all cedar stakes removed prior to recycling.
2. There is no minimum daily production required.

Alder 132 a box,120 box for rest of 512's,210 a box for the pw stubbies(just 20,000 of them).

You can't always trust what BCTS says. I phoned the cold storage facility in Kamloops. They confirmed that thier inventory showed coffin boxes for the alder and the box counts for 512s at 108. I suppose it's all speculative as seedlings are just now being lifted and shipped to cold storage facilities.

Further to the 2010 Khaira fiasco, it seems that all measures suggested by the inquiry to avoid another similar event have now been suspended. For a short while BCTS was checking to make sure camps were decent and planters were getting paid on time. All of that has gone by the wayside, at least in the southern interior and on the coast. It's business as usual with little or no scrutiny from the government. It's only a matter of time until another black eye comes our way.

Indeed, looks like a repeat of a Kahira type situation doesn't it. This is where that whole fiasco began, and when BCTS accepted that bid they got what they paid for: A job less than half done.

Seems Osprey will be grinding the planters down on this one. With the logistics involved in this job will they be able to pay any more than $.15 for a 512 and still get the trees to the block ? Brutal !

At least the rest of the field did their homework !

that sunshine coast contract has quite the streak going - as i recall brinky underbid this job last year by around the same margin... and then ended up bidding significantly higher this year.

16 cents isn't too bad when there is no quality or accountability. I bet half those trees won't even end up being planted, but they will be claimed. They'll probably just send in a bunch of rookies who don't know any better and expect BCTS foresters to supervise the show. Osprey is not the golden of the gold, more like the moldy of the mold. It will be interesting to see how bad this contract turns out.

It's anyone's guess as to how much of each contractor's bid was for the cone removal and how much was for planting. The cones were bid by the hectare. The density of cones was 1047 per ha. 58% were 4 footers while the rest were 3 footers - all on Texada Island.

Fixed costs for boats, barges and trucking trees from Kamloops is around $34,000. That doesn't include heli usage in blocks which is a few thou. Any way you look at it, this is a big loser at the low bid.

The spread on these bids is unprecedented. Approximately one million trees, summer work. The Apex bid can only be viewed as suicidal. The blocks are all walk-ins or fly-ins, often on steep group, more than two hundred kilometers north of Mackenzie. The ground was standing timber that was burned in fires, and ranges from soft to extremely rocky. Many sections have blowdown. There are danger trees throughout. Apex cannot have factored proper danger tree assessment or treatment into their bid. It seems unbelievable that Apex would make this bid, knowing how difficult the job was. This job has the potential to break a smaller company. Good luck to Apex planters.

Hopefully its a safety net bid in case they cant get enough summer contracts to have a full season, which is unlikely since I've heard they got a lot of direct award contracts for spring.
