And for just a week or so, I thought things were finally looking up for the industry.

Since there's a bid deposit with this one, it's not likely to move up tha line and so Dynamic now has 4.36 million BCTS trees along with their earlier "win" in MacKenzie where they left $105,000 on the table to the 2nd bidder. There didn't appear to be a bid deposit on that job so perhaps they dropped it? Does anyone know if they let that work go to Spectrum who was 2nd? Between these two jobs Dynamic has saved BCTS $147,000 and cost planters over $70,000 in lost wages.

as per brinkman absent from the bcts bid sheets. They are turning down work since they don't have the people to run an extra contracts. Hopefully wages and prices will begin to go up accordingly.

I don't have the documents in front of me, but I think this contract was for a total of 1,008,000 trees, plus or minus a couple thousand. This is the first time that I ever went to a bid meeting, which was pretty interesting. Actually, I guess it wasn't that interesting - very similar to the meeting that I'd have (as a supervisor) with the forester at the start of the contract, to review the maps and the details of the contract.
If my memory is correct, the contract was for a base of just over 900k trees, plus 100k overflow that had to be included in the bid price.

As a guest to this forum from Scotland it's really interesting to see both the prices and debate. The issues here are similar it's hard to see how anybody can make a reasonable margin from winning public bids. The Forestry Commission say they factor in quality/performance in evaluating bids - but that is bollocks!
The best you can hope for is that you do OK, the worst is a serious loss - not a balanced risk/reward scenario, particulrly if you have a sense of responsibility to employees and getting the job done.
There is some statistic that says if you get 10 bids 2 of them will have messed up - one overpricing one under - so hard to see how a well considered bid, factoring in all the risks can ever win.
The best you can hope for is that you do OK, the worst is a serious loss - not a balanced risk/reward scenario, particulrly if you have a sense of responsibility to employees and getting the job done.

I think here, if someone were to win ten bids, about 7 of them would be under-priced right now.
On a positive note though, my gut feeling is that aside from a couple of stupidly low early bids, I think that prices are trending slightly higher right now. Even a few cents makes a difference.
In another two weeks, when most of the bidding is over, I'm going to try to do some analysis on averages, distribution spreads, numbers of bidders, etc. and compare this year's numbers to last year's numbers. I'll be posting those here. I've been to two tender meetings this year, in Kamloops and Merritt, and I've been following the bidding a lot more closely this year than in the past, since I don't have a job back in New Brunswick to worry about going back to. I've learned quite a bit about the process.

It's important to remember that we're only seeing the public bid results and not even all of them. The bid results we'll see via Replant.ca will account for around 30-40 million trees for the interior of B.C. if we get results on most of what's been advertised. There's double that for the spring through private companies and we'll never see what any of that went for. So exactly what we'll learn from tabulating these results isn't clear. Power to you Scooter if you have the time to go back and look at the less complete results that were posted here last year. You can go back and still look at tenders on the BCTS website for 2011 and further back and you'll likely have to do that to make any analysis worthwhile.

I was inspired by Scooter's post in his new Bid Deposits thread to look into this BCTS Vernon bid opening. It turns out that not only did Rhino forget to put in a bid deposit but Timberline and Zanzibar also failed to put in deposits and so they were all disqualified. The contract has been awarded to Coast Range. I'm not sure if it was offered to Seneca but may not have been as they were the low bidder on the Vernon South job so they may not have offered them both. Why do companies, like Apex above, put in bids like that? Just a hail mary in case everyone else dropped out, lack of knowledge of the area/didn't view, or something more strategic?

Exactly. Maybe everyone else will drop out.
Or there is another option ... look at the area, look at the map package that's online, look at historical results and current-year trends, and figure out a price that will put you in the upper range. That way, they can "view" a contract without actually driving out to any of the blocks, and without having to spend a penny on salaries or fuel or motels or living-out allowances for food. Saves them a bit of money, and maybe by some fluke they'll eventually get a bid. That especially makes sense in a year like this when volumes are expanding by 20%.

I doubt it gets that complex in theory, but I would assume that companies do sometimes throw high bids into an area just for the sake of access to information.
For this particular example, maybe Apex is already "full" for their planned number of camps, and thinks, "Well, we COULD put together another camp if we had to, but it would be annoying, so let's bid high enough that if we actually got the work, it would be worthwhile to put together that extra camp."
Or there is another option ... look at the area, look at the map package that's online, look at historical results and current-year trends, and figure out a price that will put you in the upper range. That way, they can "view" a contract without actually driving out to any of the blocks, and without having to spend a penny on salaries or fuel or motels or living-out allowances for food. Saves them a bit of money, and maybe by some fluke they'll eventually get a bid. That especially makes sense in a year like this when volumes are expanding by 20%.

On the kootenay lake job, I think last year evergreen was feeling like they really needed to get some work. they probably took it for less than they would have liked, if memory serves there was about $32,000 left on the table. this year there were several large blocks out there that were signifigantly morer difficult than anything last year. As for who is local, Fieldstone was local when Dennis was the owner, but I am not so sure about now. While A&G is not actually local, about half our managers are.

I was under the impression that Fieldstone was Vancouver / Lower Mainland based now with the change in ownership, but that's just what I heard through the grapevine (they were in Powell River at the same time as us in the Spring). Could be a case similar to A&G though, if they retained a lot of their staff likely a lot of them are Kootenay/Okanagan based.

I viewed those blocks and it will be a complete $%^& show at those prices unless BCTS lets them slam away without enforcing specs. Would bigger companies, who win multiple contracts with low bids, but also manage decent winning bids as well as have direct award contracts spread the wealth throughout the company? Would they ever take a cent or two from a good contract to make up for a low bid? Or do funds bid on a contract generally stay in that area.

There is more to this one. That Evergreen bid is the final bid after an upwards revision from the original bid of an extra $35,312.00. The same concept applied to the Folklore bid, raised from an original bid upward by $33,869.71 to the amount showing in Coaster's post.

Upwards revisions would tend to mean one of two things. You've made a mistake or things have changed in the market since you put your bid in. Both Evergreen and Folklore scored large contracts just days before the Merritt bid opened. Since you can't fax or email government bids, their Merritt bids were probably already in the mail when they were awarded the other contracts. You can fax in revisions. Whether this means those two are filled up or simply raising their expectations to add one last peachy job is anyone's guess.
We are nearing the end of the interior tender opening season. There are only a handfull of contracts left to open. Given what I've been seeing, I expect Coast Range to lowball them all. They seem to have an unending appetite for low bid contracts. I do not envy them being in Merritt next spring with those nasty low bid jobs they've just acquired. Unless they find somewhere to camp well away from the rest of the many planters who will be in Merritt this coming spring, they will undoubtedly lose lots of people to other contractors - or at least I hope so. That is the way it needs to go for us to police the lowballers.
If there are any contractors following this thread and you happen to be in Merritt this spring and need some planters, just find out where Coast Range is and send someone over. I can't officially comment on what I know of Folklore's bidding strategies, but my GUESS for what happened at Evergreen is this:
There were three bids due in Kamloops this week. Merritt 001 (open tender) was due on Tuesday afternoon. MOF Kamloops (might have been a select job) was due on Wednesday. Merritt 002 (open tender) was due on Friday afternoon.
I'm guessing that Evergreen would have sent all three bids in together. Makes sense, since they were going to the same office. Drop them off in person as a group, or put them in the same Purolator envelope to save a few dollars. I happened to be in Kamloops at the start of the week, so I did the same thing with Folklore's bids, handing them in as a group.
Merritt 001 opened on Tuesday. Nothing out of the ordinary. Coast Range had the low bid.
MOF Kamloops opened on Wednesday afternoon. Evergreen won the job. It looks like it will be decent, and is definitely a keeper. Evergreen now has a full slate of trees for 2012.
The bid for Merritt 002 was already at BCTS at this point. Rather than pull the bid entirely, why not revise it upward? Pulling it might make BCTS think you aren't as interested in future work, and might keep you off the invitation list for future Select Tenders. And you probably COULD pull together the extra resources to do another job if you had to. Revising the tender takes about three minutes, and maybe you'll win a job at a much better profit margin than you had expected. Chances aren't high, but it doesn't really matter - you're no longer hoping to get the job, and it doesn't matter if your bid is high. So at this point I assume that Evergreen sent a FAX to BCTS and asked them to revise the Merritt 002 bid upward by $35,000.
Of course, this is purely speculation. But many planting contractors are now full. The few bids that are still out there will see far fewer entrants, and a few companies might stand a chance at getting a pretty high bid. It's like the comments about coastal bidding earlier this fall, where the people who bid aggressively at the start got the work they wanted, but the ones who took their time got better prices later in the bidding.

The second BCTS contract in Merritt has a significant amount of fill trees in both Lillooet and Princeton that were described by the forester as being quite nasty (steep, with long drives and 1 block was even brushed this year in order to be planted in the Spring) There is another set of blocks accounting for about 140k that was logged 4 years ago and has grass mat that is thick and breast height. I think there will be some creative accounting going on to ensure that CR's rookies are making minimum wage. This is a shameful bid, but exactly what you would expect from this outfit given their reputation.

The fill plant trees up in Lilloet only add up to a total of 20,000 trees on three blocks. Definitely a long drive, but you could send a good six-pack up there and tell them to grab a motel and come back to camp when they’re done. Pay them for the drives, and pay well for the trees, and they’d love it.
Also, it’s interesting to see that several companies put bids in that were very similar on each job, when broken down by the tree:
Coast Range: 26.9 on 001, and 26.8 on 002.
Zanzibar: 35.7 on 001, same thing on 002.
Raven: 37.5 on 001, 37.3 on 002.
Evergreen’s bids were similar before the last-minute revision on 002.

They failed to complete a job last year in the Okanagan and were forced to give the remaining trees to another contractor for a greater price. Ha , I bet coast range doesnt know that trees cant be bagged from tarps or ground . Yes Bagging from fists only. If its quad access then only bagging from quad. Kamloops specs.
