That's for this fall? Even though it is a PL15 contract? I assume that's because their year-end is at the end of March?

Yes the work is supposed to start anywhere from September 15th on and has to be completed by October 13th. There are lots of access issues with this one. Helicopters and quads will be busy. It's the worst coast bid I've seen in a very long time. I don't really get it. I can't understand why Osprey would want to do a job like this at that price.

Does Osprey still have their finger in the "Pay Parking Lot" enterprises? If so, perhaps they use those very easily earned $$ to subsidize their planting bids...

Helicopters and quads will be busy.
I don't believe that I've ever seen a quad in use on the coast. I know that you guys had one available when I worked for you, but I don't think there was ever any ground that it was useful on. I don't think I've been on a block in the past three weeks (north Island) where a quad could move more than seven meters (if you ignore the possibility of it rolling end-over-end down a couple hundred meters of cliffs and bluffs). In fact, half of the blocks up here have had problems with a helicopter finding a usable heli-pad.

BCTS is deactivating almost all in block roads these days and pulling bridges in many cases. Quads can get through many of the massive water bars or around obstacles and are then useful in moving trees along the roads through the blocks. The licensees don't deactivate to the same degree. It's definitely an additional safety hazard but that's not high on the government's list. They are most interested in limiting their liability where it comes to the public using in block roads. It's also way cheaper to get the loggers to deactivate the roads when they finish logging and still have their equipment there.

I'm sure osprey will do a typical osprey job. Anyone who has ever fill planted an old osprey block knows what I'm talking about. It would be nice if the BCTS checker is on the ball and nails them for all of their transgressions.
