Can you say exactly how subsidies were involved and the bid was different from what was presented?
I could see a company receiving some sort of subsidy to their operations to help cover costs, but it is hard to fathom how some secret monies could be at play to alter a publicly bid contract - that would almost certainly be illegal or a violation of contract laws for all the other bidders to be pitted against one that has an unknown additional figure added to their bid.

Re. the above question, there was a discussion elsewhere online suggesting that funding for First Nations participation was utilized.

Anyway, 2022 planting is almost complete, and it's time to look ahead to 2023. I'm locking this particular topic, so the discussion can continue in the 2023 Public Bid Results topic.
