This is a big amount to leave on the table. The dollar amount alone is perhaps less relevant than the percentage. Big dollar amounts can easily be left on the table for contracts worth a lot of money. But the % left is often a better indicator of how good the bid was.

Of course, it's also entirely possible that Brinkman didn't seriously want this, and put in a high bid without expecting to get it. So although this looks bad, and everyone always seems to want to criticize Osprey, it is possible that this is still a reasonable bid. Regardless, they'd be kicking themselves that they could have bid about $165k higher and still won the job.

This job includes 59,330 cones and stakes, which the contractor has to buy. I didn't look into the exact type of cones required, but we can probably assume that the cones and stakes might cost in excess of $4 per tree. The last time that I bought browse protection devices, they were about $3.80 apiece for the type that I bought, and 4' stakes are over a dollar each at the local hardware stores (although it's obviously possible to get better deals by buying in large bulk).

So basically, the tree price going to the planters is a tiny component of the overall bid.

This is the first of three contracts for BCTS in Fort St James, all of which opened at the same effective time. I'll post the other two immediately after this one.

On this particular job, Spectrum is the only company that moved up the ranks (from #2 to #1) due to their CRS rating.

This series of three bids is eye-opening. Recently, we noted the sixth time in five years that the Contractor Rating System affected the awarding of a job. Today, THREE more contracts were decided by the CRS, simultaneously. Brinkman was actually the lowest bidder on two of the three jobs by dollar amount, but lost the win to Spectrum on this job and Celtic on the next, due to having a lower CRS rating.

If this was a sports match, the announcers would be going wild.
(But I don't feel very wild).

Coast Range was deemed ineligible. This was probably a paperwork deficiency on the mandatories that needed to be included with this specific bid submission, considering that their bid for TJE003 was fine.

Evergreen was not so lucky here. And there were a lot of high bids here compared to the past. Did the sudden snowstorm at the start of November catch a lot of companies off guard before they had time to view it? It was fairly heavy snow, and it chased a lot of people (including myself) out of the woods for the season. This one was only published a week before that snow hit, when everyone was frantically trying to view contracts that had already been released earlier. Again, a message to the foresters: I bet there would have been more low bids had this been released at the end of September instead of the end of October. And it would have been a lot safer viewing for everyone that does that sort of work.

This one is all east of town, with half of the blocks near Horsefly and half of the blocks near Likely. It's mostly fairly straightforward. There's just one odd outlier fill block up to the north, at high elevation, which could be a real pain in the ass. I think I might have posted a photo here earlier when I was quadding in the snow to get up to that block. Other challenges: Mostly three species and four species mixes, a lot of 412A's, and no flagger allowed.

You can see several revisions on the attached unofficial tender opening record. That's where the real story is. Celtic raising their bid significantly, probably because they had just gotten the two Fort St James jobs. Apex lowering their bid significantly, perhaps thinking that they'd have an advantage in the no-flagger zone? Or just reassessing their initial bid as being uncompetitive?

The new BC Bid site is pretty good. It takes some getting used to, but the only notable thing lacking in my mind is a few of the MOF bid results. I will work on that deficiency.

In the meantime, there are a couple of tricks that need to be learned. One of them is to try to actually find the bid results from a specific job. It's very easy to do searches and see that results are available for a particular job, BUT it's not so intuitive to figure out how to list those results. The trick is that you need to put the contract code into TWO of the search boxes and then hit search. The graphic below should help to illustrate this.

It's not necessarily a "bad" bid. It's an unfortunate bid.

Maybe nobody else was interested. We've seen that sort of scenario a few times in the past several years. If three other companies bid $1.39 million, we'd be saying that Dynamic just put in a great bid. And that's one of the big problems with trying to evaluate these bids while sitting at a keyboard. Unless you're the person that actually went out and looked at the ground (and viewed everything thoroughly), it's impossible in many cases to know whether a bid is actually good or bad.

I agree on the 'unfortunate bid'. It might be bad, it might be good, unless you viewed the contract it won't be known until it gets planted; but it definitely could have been better.

We've seen that quite a few times this year. Off the top of my head, Zanzibar in the Okanagan, Evergreen in Golden and Seneca in Williams Lake? A lot of the bidding was really tight this year, and then there were a few of these large percentage left on the table. Presumably, companies really wanted the work - saw the competitive prices, and tried to compete, but no one else felt the same desire for the particular contract.

It's really too bad for the whole industry. Just 5 really good public contracts could have made some great seasons for some planters/owners.
