This one was a per-hectare bid, so I converted the estimated number of trees to come up with approximate per-tree pricing below. This includes tea-bags on approximately two thirds of the job (one large block). Due to elevation differences, part of the job can be done in late April, but then there will have to be downtime before the rest of the job can start in late May. The checking systems on this job (quality/spacing/density) are not conventional and sound rather challenging. There are more notes in the "Info To Bidders" and "Tender Offer Form" documents that I've attached here, but if you want to see the full set of documents for this contract, they're available as archives on BC Bid.

These are unverified bid results, not a contract award yet. There is also a summer contract that opened already, but I don't remember seeing results for that. This one has quite a bit of poor access which will need helicopter, hence the reason for the higher bids per tree, even though a lot of it is nice trenched ground. There is also one section of six blocks south of Nasko which is mostly raw and appeared to be extremely rocky, although I think that area was fairly small, less than half a million trees.

I'm no apologist for NGR or Coast Range but here are the tender results that I can see for the jobs these two have taken in the public domain. Coast Range low balled MOFL Kamloops but dropped that job. It looks like Next Gen is the worst of the two although Coast Range left 11% on the table in Merritt.

Speaking of leaving money on the table, that Quesnel spring job might be a recent record for the Interior, with a spread of $146,463 between the first two bidders. Of course, that still pales in comparison to the $650k+ spread in Port MacNeill last year.

Although, to be fair, that's a huge job, so it's not a very big spread per tree. Or percentage wise.

I fail to see how Osprey can keep qualifying to bid on these jobs. I know that we can't always trust the rumour mill but the word is out there that Osprey had a nasty time in Port Alberni in 2015, probably didn't do well for BCTS Chilliwack in 2015, definitely blew it in Campbell River in the fall of 2014 and on and on it goes. I know planters who of course didn't get paid on time but that is expected. Worse, Osprey sent out T4s that showed less tax deducted than they'd actually taken off the pay checks. I hope everyone out there checks their T4s to make sure the tax deducted numbers add up to what your pay statements say was taken off each check. If a contractor were to report a couple hundred dollars less taken off each planter, that would add up to a tidy sum that no government agency could find unless it got reported by the worker. My friend said Osprey had underreported his tax by more than $1000. Who knows what evil lurks in the minds of men?

What you have asserted here is defrauding of the Federal Government, and every worker and tax-payer in the country. If there is substance to these reports, the offenders should be immediately reported to CRA. In fact, I would argue is is the DUTY of the affected workers to follow through on this to protect other workers from exploitation, and all Canadians from such crimes.

Look back, when a handful of new-Canadians took Khaira to the Human Rights Tribunal. They knew in advance that they would not receive a nickel even if they won the case (which they did indeed win). When asked, they said they pursued the case because they didn't want other workers to go through what they went through......don't complain about the system unless you're willing to fight to change it.

So sorry for all you folks up in the Haida Gwaii. I know that the locals up there are boycotting the Dirty Bird which means that the work pool for locals has been greatly diminished. Osprey continues to hold onto Husby in the North through a personal relationship with that Forester. This leaves only IT and hopefully Taan for the local folks. I truly hope that BCTS fins a way to disqualify Osprey.
In a sick twist many of the local crew up there found work last year RE-Planting all Osprey's cones that they did for TAAN...Lets hope BCTS is wise enough to avoid thousands of low quality cones, rampant stashing and non-compliant labor practices.
If anyone cares to draw it to their(BCTS) attention Osprey is apparently banned from bidding at BCTS Straight of Georgia due to extreme fines and failure to pass blocks. There may be qualifiers in the Haida Gwaii contract that could lead to disqualification if one were willing to dig up the dirt. BCTS will not do this digging on their own, they will need to be pushed.

Last fall BCTS released its continuous bid deposit scheme in answer to contractors’ urging that it be more consistent in how it tendered contracts across the province. But contractors were quick to point out that the proposal had some ambiguities and possible unintended consequences that needed fixing. That now appears to be done to everyone’s satisfaction with the release this week of a new set of rules for the bidding option. Now what remains is to develop some consistent guidelines around security deposits.

Bid Deposits Required

BCTS has standardized the requirement for bid deposits on BCTS planting contract
solicitations. Effective immediately, all BCTS planting contract solicitations will require bid deposits
as follows:

 $5,000 bid deposit for a contract bid less than $250,000;
 $10,000 bid deposit for a contract bid greater than $250,000.
 Alternatively, contractors can submit a onetime Continuous Bid Deposit in the amount
of $25,000.


Handling of Continuous Bid Deposits

1. These bid deposit amounts, including the new Continuous Bid Deposit process are only for use with
BCTS planting contracts.

2. Planting contractors who do not wish to use the Continuous Bid Deposit process can still submit an
individual bid deposit for a single tender submission.

3. The participation and application processes of the Continuous Bid Deposit, for planting contracts, are
as follows:

• Planting contractors bidding on BCTS planting contracts will submit with their tender submission
a $25,000 bid deposit in one of the formats described in the Conditions of Tender. They will
indicate, in writing, that they wish to have the bid deposit retained as a Continuous Bid Deposit.
• The Timber Sales Office, receiving the written request, will handle the request as per the BCTS
Continuous Bid Deposit Tracking Process and the information will be made available province
wide.

4. The Contractor is responsible for the maintenance of the Continuous Bid Deposit, for example the
contractor must ensure that the financial instrument does not expire and that the amount remains at
$25,000.


Withdrawal of Bid (Capacity)

Contractors are allowed a 48 hour grace period from the time of tender close to assess their capacity.
During this time the contractor may withdraw any bid(s) that exceeds the contractor’s capacity. The
withdrawal must be submitted to the Timber Sales Manager in writing.

After 48 hours the withdrawal of a bid will result in forfeiture of their standard bid deposit or from their
continuous bid deposit.

To be eligible to bid after declaring the contractor has reached their capacity a contractor must provide a
rationale that identifies how the capacity issues have been addressed to be approved by a Timber Sales
Manager.

For contractors utilizing the Continuous Bid Deposit process, where a contractor withdraws a bid after the
48 hour grace period the forfeiture will be in the following amounts:

 $5,000 will be forfeited for a contract less than $250,000;
 $10,000 will be forfeited for a contract greater than or equal to $250,000.


Release of Bid Deposits

When the contractor has finished bidding for the season they may request that the Continuous Bid Deposit
be returned from the Timber Sales Office where it was originally submitted. The request must be in writing
and state that the contractor does not currently have any pending awards of contracts requiring the
Continuous Bid Deposit and they do not plan on bidding on any planting contract in the near future.
The Timber Sales Office will require 2-3 days to confirm that the Continuous Bid Deposit is no longer
required and once confirmed will release the Continuous Bid Deposit to the contractor.

Haven't seen this one posted yet, and it intrigues me. Only two bids, one of which was rejected. A mix of spring and fall planting, staking, and brushing, all in one contract. To top it off, one of the blocks is accessible by river-boat only. Neat.

its seems like they mistakenly rejected stephan's bid, but then decided to re-tender it because everyone was apparently way over budget.

So the word Okanogan caught my eye on some US Federal bids and I took a look.

Some low density work (5 meter spacing), with intense screefing (45 cm). Very finicky placement specs (certain quadrant adjacent to stumps, etc.)

Went for 60¢ / stem on one district (Difficulty 2-3) and 50¢ / stem on another (Difficulty 1).

Bids are coming up some in the US this year, given the increasing enforcement of Labor law. Contractors in the Pacific NW are under particular scrutiny finally, I hope that arrives in the US south-east. The H-2B system is also straining under the weight of a doubling in applications for those visas as US Employment is doing very well right now. The last 5% of people are unemployable in entry level work. We get asked to work when we walk in to a fast food joint lately. (Twice so far this season).

I've never seen such a convoluted planting plan however, the copy/paste doesn't do it justice though, sorry. I would just leave it up to the contractor to decide how difficult it was. But USFS people do need something to do all winter, I guess. The specs on those 2 planting contracts were the most over-detailed I've ever seen - a spreadsheet of work, perhaps. But typically in the field USFS personnel will accept most anything the low-ballers do for them no matter what the contract says.

Brinkmann used to work down in Washington I believe, maybe the exchange rate and prices like this could bring them back. Visa issues, etc. are more like big hurdles though.

BCTS Quits Requiring Performance Securities On Planting Contracts

BC Timber Sales continues to review and revise its tendering practices for planting contracts, announcing last week it will no longer require performance securities on planting projects. Instead, contractors who default on a contract will be banned from bidding on BCTS planting projects province-wide for two years. The new scheme will relieve contractors from having cash tied up as securities and lessen the administration burden for BCTS. In consultation with the planting industry BCTS has standardized bid deposits and is in the process of developing a contractor rating system to give high performers an advantage in bidding. WSCA directors are suggesting that with the anticipated increase in brushing projects the same rules should be applied to the stand-tending sector on BCTS work.

I was a bit surprised to read this. I would think that any established planting contractor would be reluctant to support the elimination of the performance security, even though it would mean less money tied up by the government, simply because an established company in any industry should theoretically not support the elimination of any barrier to entry.

This province-wide two year ban is interesting, but I wonder if they'll actually have the conviction to follow through with contractors that mess up contracts.
