2016 Public Bid Results
I'm starting a thread for bid results on jobs for next year's planting season, ie. calendar 2016. Coastal jobs for this fall (2015) should continue to stay in the 2015 thread.
To find public (BCTS) planting tenders, go to the "BC Bid" website, then click on "browse by organization" on the right, then click on "BC Timber Sales." There will probably be a dozen or more planting contracts posted there by early October. Their website is not very friendly to users of the Chrome browser, so you might have slightly better luck using Firefox or Edge or something like that.
As results come in, and as my personal time, I'll try to post all results here in a nice pretty and organized layout with bids ranked, price per tree listed, etc. Please give me a few days to post some of these, as I may be in the field when they're initially released. Or feel free to post them yourselves in the meantime to save me a bit of work.
If you have other bid results that aren't on BC Bid, feel free to share them yourself. Or if you'd like to share them anonymously, send them to me at jonathan.scooter.clark@gmail.com.. and I'll post them under my own account.

If you go to BC Bid, and search for that document number, the following information is presented:BCTS Surprises Everyone with Continuous/Standing Bid Deposit Announcement
For years contractors have asked BCTS for more consistency around the collection and application of bid deposits for silviculture projects. Just the same, last week’s roll out of BCTS’s continuous (standing) bid deposit plan came as a surprise to most everyone. It’s the right idea in principle. But how it works in practice is still unclear on a number of points. In order to address those concerns BCTS has posted a Q and A on BC Bid under the September 25th notice to vendors NTV-BCTS001.
(current as of a few minutes before this post, revision amendment #1):
At the request of the BCTS Contractor Advisory Committee, BCTS has standardized the
requirement for bid deposits on BCTS planting contracts. Effective immediately, for the
2016 planting season all BCTS planting contracts will require a 10% bid deposit to a
maximum of $25000. In order to reduce the financial impact to BCTS planting contractors,
BCTS has also implemented a Continuous (Standing) Bid Deposit Process. The Continuous Bid
Deposit Process will limit the total amount that planting contractors have invested in bid
deposits to $25000.
1. What is required in order to participate in the BCTS Continuous Bid Deposit Process?
The process for participating in the Continuous Bid Deposit Process is as follows:
- Contractors bidding on BCTS planting contracts will submit with their tender submission
a $25000 bid security in one of the formats described in the Conditions of Tender and will
indicate that they wish to have the bid security retained as a Continuous Bid Deposit.
- The $25000 bid security will be retained in the BCTS Timber Sales Office (TSO) where it
was submitted. All subsequent bids must include the form included in the tender package
which references the Continuous Bid Deposit and states the location where it is being
retained.
- BCTS will track the contracts that are attached to the Continuous Bid Security.
- When the contractor has finished bidding for the season they may request that the
Continuous Bid Deposit be returned from the TSO where it was originally submitted.
- The TSO will require 2-3 days to confirm that the Continuous Bid Deposit is no longer
required, and once confirmed will release the Continuous Bid Deposit to the contractor.
2. Can the BCTS Continuous Bid Deposit Process be used on Region, or District Contracts?
No, the Continuous Bid Deposit Process is only for use with BCTS planting contracts.
3. Can the BCTS Continuous Bid Deposit Process be used on other activity contracts?
No, the Continuous Bid Deposit Process is only for use with BCTS planting contracts.
4. Who is responsible for maintaining the Continuous Bid Deposit?
The Contractor is responsible for maintenance of the Continuous Bid Deposit i.e. the
contractor must ensure that the financial instrument does not expire and that the amount
remains at $25000.
5. Some contracts are already being offered that do not include this "continuous bid
deposit" or the automatic 10% of contract value bid deposit. (XXX region for one)
The Continuous Bid Deposit Process is for use on newly posted BCTS planting contracts only.
6. Who holds the continuous bid deposit ...Is it the regional office or BCTS province
wide?
The BCTS Timber Sales Office where the first tender submission is made will hold the
Continuous Bid Deposit and it will be used province wide for BCTS planting contracts
7. If a contractor is not low bid on a project how long will it be before the bid deposit
for that contract is returned to that contractor's "continuous bid deposit" account?
There is no withdrawal from the account unless the contractor fails to enter into the
contract.

I'm going to guess that this was a typo in the data entry on the listing sheet, and the actual bid was 340k. They also spelled Carlos' name incorrectly. It's Galvani, not Callani.

I mentioned earlier that for some reason, I couldn't find some bid results on BC Bid. It's behaving quite well now (or maybe I was distracted at the time, who knows). Anyway, for those of you who are trying to learn how to find results, here's a four-step graphic sequence to illustrate. Basically, you go "browse" then "unverified bid results" then "bc timber sales" (or whatever, you could also look under ministry of forest, lands, and natural resource operations for other planting contracts) and then just scroll through the list.
Pretty simple stuff. I'll post the results for the PG 001 contact in a few minutes, once I get them looking pretty.

I might show that one to a local agency. Their office people are so ridiculous, they sometimes don't get bids on projects any more. This is what a healthy bidding pool looks like. Apologies if you are bummed on these prices. Thanks as always Scooter.

Personally, I'm not sure yet if I should be discouraged by these prices. I didn't look at any of the blocks on that job, so I have no idea what they were like. Another PG BCTS job opens tomorrow morning, and that will give a better indication of where the market is sitting right now. I'll dig up per-tree prices for PG jobs in the past few years and see how things compare to the past few years. I think all of the PG jobs last year went fairly high, if I remember correctly - maybe not under 30 cents per tree? So this could mean that the above job was easier land and everyone is really in touch with things and not bidding aggressively, or conversely, it could also indicate that almost everyone is bidding lower than last year.
I'll collect and post results from several of the public jobs at the end of this week, and that should be the first solid indication of where things are heading this year.

All ten blocks are burned (forest fire). Pretty easy stuff as far as planting goes, but the logistics of getting into some of them looked pretty tricky on paper. Some of the blocks are the sort where a bit of access work is needed in advance to make things easy for the foremen or tree runners.

Including the upstart KingKong who met a very rapid demise on this contract last season. Seems Coast Ranges bid is not too far off the mark, based on the bids near it but it will be a huge shock to their crews. 512A ought to be a minimum .25 cent tree here. This is coastal ground, and the north half is just a minor 2+ hour drive to smashed Cedar stick piles...

From today's WSCA Rumour Mill Roundup:
After a hiatus of more than a year the BC Timber Sales Contract Advisory Committee (BCAC) will formally meet again early next year. The committee, which is charged with maintaining communication and collaboration between BCTS and its contractor communities, was revived after a meeting between the WSCA and senior BCTS executives this week. As a result of that session BCTS is expected to soon announce clarifications and possible revisions to its optional standing bid security scheme. These changes will consider contractor input from the WSCA on matters related to the forfeiture of bid securities and sanctions, the separation of bid securities and performance securities, and other practical technicalities arising out of implementing the plan. BCAC will have its plate full. Next month BCTS and WSCA reps will meet to frame a proposed contractor rating system to be applied against tenders beginning as soon as next year. The WSCA has been asked as well to propose a plan to conduct a series of workshops on contract tendering and administration in 2016 similar to the previous sessions on FS704 planting inspections. It has been almost 20 years since the last joint contract management seminars were held. It is possible that contractors and BCTS may have some brushing up to do in this area.

Does this mean that the quality of previous contracts will be taken into account and not simply who put in the lowest bid? if so this is great because it should force contractors to focus on retention of skills workers (by making sure they are payed well).
Alas! how little does the memory of these human inhabitants enhance the beauty of the landscape

Yes, to some extent. I'm not sure of the exact format yet. I don't think that it's been decided yet. I think the general intent is that there can be a system of points awarded to contractors who show professional standards by varying degrees, and depending on those point, they can mean that your bid can be "lowered" by up to 5% in terms of low-bid-wins (but your bid would still be priced at the original amount when payment is considered).
So in other words, let's say that we had a bid like this:
Company A - $294,000
Company B - $317,000
Company C - $300,000
Let's say that two of the three companies have a preferred status, with Company A being at 2% and Company C being at the full 5%, for whatever reasons. And Company B doesn't have any brownie points, or whatever they're called.
So the "equivalent" final bid for each company would be:
Company A - $294,000 less 2% ($5,880) = $288,120
Company B - $317,000
Company C - $300,000 less 5% ($15,000) = $285,000
So in this case, Company C would be considered to have the lowest performance-rated bid.
This is NOT finalized. I'm not even sure if I understand this correctly. But I think this is the general concept that BCTS and other organizations are trying to work towards, so that the low-bid system is still essentially kept in place (good for the public purse) but the government also may end up sometimes being more likely to award work to "better" or more professional companies (again, good for the public).
We'll hear more about this at some point if it ever comes to fruition.
