2015 Public Bid Results

I'm starting a thread for bid results on jobs for next year's planting season, ie. calendar 2015. Jobs for this fall (2014) should continue to stay in the 2014 thread.

I'm sure it'll be another month before anything is available, but I was just looking at the BC Bid site, so I figured it was time to set up this thread. It looks like work in Burns Lake (4.6 million trees over two contracts) is the first significant work to be posted, although the viewing meeting for those two jobs isn't until September 30th, and the bids aren't due until early November. There's also a small job in Hazelton online right now, but nothing else.

To find public (BCTS) planting tenders, go to the "BC Bid" website, then click on "browse by organization" on the right, then click on "BC Timber Sales." There will probably be a dozen or more planting contracts posted there by early October.

Folklore won and accepted both BCTS Vanderhoof contracts. Both of which were significantly larger than the single contract that Seneca won last year. I could not find the losing bids.

1.9 million trees
$594,863.49 (~ 31.3 cents)

#003
1.7 million trees
$490,298.60 (~ 28.8 cents)

Contractor is responsible for pay plots and regen surveys as well as transporting trees from a nursery north of PG.

Don't get too excited that prices have increased since last year. Neither contract has any site prep, compared to last year, which had a bunch of trenched land.

It looks like last year's contract (that Seneca did) had 106 Ha out of 595 Ha total, or only about 18% of the contract.

Last year's bid price by Seneca was 26.4 cents per tree. So the two numbers that you gave above are (28.8 and 31.3) are 9% and 18% higher than that previous bid.

Let's say we wanted to come up with a different hypothetical number that would give a price for comparison purposes, so we are comparing apples to apples (well, very roughly speaking). And we'll use the lower of the two contracts, to be conservative. So let's hypothetically drop the bid price by 4 cents on 18% of that contract, and leave the other 82% at the 28.8 cent level. That would drop the overall average on this hypothetical situation to about 28.1 cents. Even that is a 6.4% increase over last year.

I'm just grasping at straws for reasons to be optimistic here. I don't know anything about these contracts, and didn't even realize they had come up for viewing.

Mind you, there are also reasons to be pessimistic. An increase of 6.4% probably doesn't even cover the increase in fuel costs, food costs, and WorkSafe contribution rates. So even if every contract across the province jumped by 6.4%, I doubt that any of it would trickle down to the planters.

I'm guessing they didn't feel all warm and fuzzy about the $100,000 they left on the table to Celtic (17%). I guess Folklore's bid didn't reassure them enough.

Long-term Outlook for the Industry

I read this in a report a few weeks ago:
The 2013/14 tree planting estimates are at 241.7 million tree seedlings requiring 3,492 workers. The 2014/15 tree planting estimates are at 243.1 million tree seedlings requiring 3,512 workers. Thereafter, labour demand will decrease over the long term. Sector estimates are for 200 million tree seedlings to be planted per year for the next 10 years until 2023/24, requiring 2,890 workers annually.

Any idea what accounts for the drop in annual seedlings planted? Seems like a substantial drop given that the economy seems to be slowly rebounding and new home construction looks better. Or are we artificially high due to MPB clearing/reforesting right now?

It might be interesting to some people that although this contract has been tendered with an option to renew, the last several winners have either chosen not to renew or not been given the option.

I'll get more info about this later to figure out the exact price per tree and so on. Some tricky blocks on this, I viewed every block. There's a string of four small blocks up at the top of the Kay Kay that are only 16,000 trees but require between 6 and 9 kilometers of quadding, or helicopter. A whole section up the Hoodoo (around 300k if I remember correctly) where the road is soup right now and will be worse in the spring, so the blocks will be between 4km and 7km from where the trucks can park, so again, that will either have to be helicopter or possibly a group of three or four six-seater ATV's (like the big Polaris Ranger Crew).

the total amount of trees for the Williams lake job in Scooters last post is 1 0398 577. this gives Dynamic a whopping $0.259 per tree! planters beware. Simply unbelievable.

This is why I wasn't too concerned when I got kicked out of the viewing meeting in Williams Lake. Why bid on work unless you can make some money?

On a positive note, when I was out looking at those blocks, Dewan was doing mistletoe eradication on them. The guy I talked to said, "Very, very bad for planting." Which I can only assume means that it was good and he was trying to scare me off because his brother was bidding on it. Mind you, AKD bid almost a dime higher. Hm.

I asked one of the government employees for confirmation on which floor the meeting was. She told me to go to the fourth floor. I went to the fourth floor. The meeting was on the second floor. So I showed up three minutes late by the time I got back down to the correct floor, and one of the BCTS representatives in charge of the meeting wouldn't let me sit in on it.

I thought it was a bit ironic considering that at one of the mandatory meetings at a different office the day before, the BCTS staff paused the meeting because one of the expected contractors hadn't shown up, and actually left the meeting to phone the missing contractor. And when that BCTS employee returned, he said that he'd meet with the contractor that afternoon instead to review everything.

I really don't have a problem with either of the two situations. Each office makes up its own rules, and I suppose some people might argue that they should be consistent, but it's pretty inconsequential to me.

However, I do find it odd that a government employee would be that quick to prevent an extra bid from being submitted. You'd think that the possibility of getting the work done at a lower price would be something that would be of benefit to BCTS and to the taxpayer.

Scooter is missing the part where he slept with the foresters grandmother, and that's why the forester wouldn't let Scooter into the meeting to bid :P

I know a bit about that contract:

- 16 blocks, total of 659,718 trees. I'll format and print the bid results with per-tree info at the bottom.
- Summer plant 2015, one season only, earliest possible start date is July 8th, trees must be finished August 15th.
- Pretty spread out. Assume PG as a base. Two blocks 110km east, two blocks 145 km east, one up in the Herrick (at the VERY end), and the rest accessed either from Bear Lake (up the 900 road and then about 60km in) or by going up to the road just south of McLeod Junction, about 140km? north of PG.
- Lots of 512A stock.
- Blocks 11-13 are up in Aztec River, which is not accessible from the highway anymore because of a washout on the Chuchinka-Red Rock road. So anyone trying to base out of Whisker's Point or Windy Point or whatever it is will have to drive all the way down to Bear Lake and then go in from there. One of the blocks (the furthest one) is tricky access.

The biggest problem with this contract is the Herrick block. The roads past 30km on the Torpy are not maintained anymore, so anything over 30km/hr will tear your trucks apart. So it's almost a 3.5 hour drive from PG out to the block. I looked at flying there from a closer location and the best I could see was a 22km trip (each way). And this is an old fill plant, in the Herrick, in August, with 512's, for thirty-six thousand trees. With the downtime due to the driving time and heli work, plus planting 512's in an old Herrick fill plant, I figured an average of about 600-700 trees per person per day. After all, the 512's will probably come in boxes of between 55 per box and 108 per box. That's a lot of heli time being eaten up by slinging trees in, and a lot of wasted time for planters who have to keep coming back down to the road to bag up. On a positive note, the block is fairly flat.

For the price per tree that the low bidder submitted, most of the contract is not going to be a nightmare. Eight of the blocks are pretty clean. The only tricky parts will be how spread out it is, and of course, the Herrick block.

I planted in the Herrick in August, back in about 1998. The photos aren't on the main website. Pity.

Just over 1,000,000 trees, not sure the exact number. Lots of site prep but 20x20 screef on raw. No caches allowed. Contractor does pay plots.

The BCTS Kamloops contract (above) is one that my camp did this spring. Folklore had this contract for the past two years, as would be noted by anyone who follows the annual bid threads closely. It was a three-year contract. To be clear, we chose not to continue with the third year, although we had the option. That's why it went back out for bid a year early. We initially got it for approximately 26.76 cents per tree, based on my own info. That seems to be the exact same price that Blue Collar submitted for their bid this year.

The screefing requirements on this contract are quite stringent, to the point where Folklore eventually raised most of our raw prices to 18 cents to the planter to dull the pain.

About the "no caches" stipulation. Yup, it's true. No caches. Planters have to walk back to the trucks to get trees.

And the final kicker ... this was year two of a three-year option-to-renew for us. Folklore dropped it because the 26.76 cent bid price was woefully inadequate, especially in light of rising food and vehicle costs.

I enjoyed working in Kamloops, and I enjoyed working with the two foresters in charge of this job, but the prices were not great. And inflation was making them worse.

This one is approximately 1.208m raw, 412k fills, 497k trenches, 129k of mounds, and 132k of old FLNRO blocks. See the attached PDF for the rest of the story. Blue Collar must be feeling pretty good about throwing away $36k with their bid revision, for no particular reason.



Unfortunately, these bids are a LOT lower than last year's bids, and the ground is pretty similar. Here are the numbers from last year, per tree:

42.0 - Blue Collar
46.8 - Seneca
47.6 - Fieldstone
48.9 - Next Gen

These numbers are starting to get pretty depressing. With inflation, they should be rising slightly from last year. It's getting harder and harder to hire planters with a clear conscience, knowing that if they're looking for good money, they might be better in the oil patch or other industries. "Friends don't let friends plant trees."

[Edit: November 10th, I just fixed the number of trees. It was higher than I had originally indicated, but the per-tree prices were correct].

Thanks Steve. For anyone who is curious, company 0785350 is Torrent. You can figure out most of the numbered company "Operating As" names from the PDF list attached (last week's version of the BCFSC's SAFE-certified contractors list).

It's also a useful list to determine who is certified as BASE and who is SEBASE, although I think that distinction is being phased out somehow, or amended.

That's an interesting one. I think Evergreen had that contract for like a decade, so it's weird to see them so far out from the main concentration pack.

Did Rhino do it last year? That must have been a shitshow - I guess if they were moving camp often to stay close to the blocks and give the planters long days, but still. I worked it twice and it had some of the strictest quality standards I've seen. Maybe things have changed.

Yes Rhino was disqualified from the Boundary contract last year for technical tender issues. Celtic did the job in 2014. Note that their bid is the second highest to ours. Believe it or not we wanted this job. It is however much more difficult than last years with lots of old blocks and nasty ground. At those prices it will not be much fun. I have never seen this job go for such a low price.

It should be noted that of the companies bidding only A&G, Celtic and Evergreen have done that job in the last 15 years. The ground is not just older and brushy, but has a lot more rock than the previous year. This will be a very tough job at that price.

BCTS Boundary Bid Results just posted on BC Bid - strangely they are different from what appeared in Scooter's post earlier. Very significantly for Fieldstone and Blue Collar as they've switched places. There was a 10% bid deposit on this contract, so I doubt Fieldstone will default and forego $41,436.

Sorry, I got that info emailed to me. I'm not sure how the discrepancy arose. I sometimes try to post the Tender PDF if I can, but often, when people email them to me, they have company-specific notes that I can't share. But those numbers are significantly different than what I got.

If I had to hazard a guess, perhaps the original results that I got were the initial results (someone at the public opening?), and then some numbers in the block totals might have needed to be fixed, which led to changes in each company's overall bid. Hard to say.

It would appear that those results include on of the shipping prices options from the tender ofer( how did they decide which one to pick?)

Yes, here's a copy of the Tender Offer form for Boundary/Grand Forks. That's not a common format. Actually, I'm going to attach all of the contract documents, for anyone who is curious about some of the paperwork that comes with a typical tender. I didn't bother with the maps, but most of the other files are attached. I skipped Appendix 1, Thawing and Handling Guidelines, because the file was too large to attach (the message board only allows attachments of up to 2 MB).

If anyone wants to look at another full sample viewing package with maps, I had archived the Vernon tender package a couple years ago (2012 season) and there's a link here:

You could also just go to the BC Bid site and look at any of the contracts that are still open. But it's often hard to find any of those contracts other than in September-November, unless you can figure out the advanced search and look for closed contracts.

The advaced search is super easy to use.

On the 1st BC Bid page click Browse
Then click Browse Using The Advanced Search.
In the search window, check off the Closed button
Then type in the Document Number - in this case PL16TFF002
Click the Search button and the link to the ad and all of the documents will appear at the bottom of the page.

There is an option to set the Issued Dates so you can go back further in time. You don't have to fill in any other fields if you know the document number of the contract.

You can also search by Organization and have all of the contracts in a certain date range appear for say BCTS .
